Poor people usually did not pay.
Encyclopaedia Britannica says poor people generally did not pay. Melchert’s paper cites one old rule. It used 12, 24, or 48 dirhams a year. The rate rose with wealth. We use the 2025 HHS poverty guideline to make income groups for today. Below the guideline, our rate is 0. From one to two times the guideline, our rate is 12. From two to five times the guideline, our rate is 24. Above five times, our rate is 48. The guideline goes up with household size. We use the guideline for 48 states and Washington, D.C. These cutoffs are our model for today. They are not old jizya rules.
